The more of this that arrives at once, the fewer queries come back. If something is missing, send what you have — an incomplete review is still better than none.

ODB++ and IPC-2581 carry the layer order and the netlist with them, which removes a whole class of ambiguity. Where you have the choice, send one of those rather than Gerber.
The review runs in two passes: first whether the board can be built at all, then whether it can be built well and at a sensible price.
A written list, grouped the same way as above: what blocks production, what we would change, and what we noticed but left alone. Where we have corrected something in CAM, it is named — a silent correction is a change to your board that you did not approve.
